NEW INFORMATION FOR HUMAN SEGWAY TRANSPORTER (HT), APPROVED BY THE MINISTRY OF INFRASTRUCTURE AND TRANSPORT ITALIAN, PENDING A FINAL INQUADRAENTO INSIDE THE CDS.
The Segway Inc (1) on April 16, 2007 that:
The Italian Ministry of Transport, Department for Land Transport personnel, general affairs and general transport planning, with its note of 26 702 20:03:07 summarizes the criteria for using Segway on "sidewalks", "pedestrian" and "cycling" as defined by art. 3 of the Highway Code (CdS), dictating the following limitations:
maximum speed not exceeding 6 km / h limitation system established by the manufacturer for "pedestrian" and the "sidewalks";
maximum speed not exceeding 20 km / h on bike paths;
obligation to give priority to pedestrians and keep right on sidewalks;
prohibition of use to drivers younger than 16 years;
prohibition of use in conditions of poor visibility. For example, sidewalks and bike lanes at all or poorly lit at night.
These limitations do not exist with regard to a possible use of the medium by the armed might of Article. 11 c. 1 of the Security Council and to the organizations or bodies treated under c. 11 of the same article, and the municipal police.
The rules of conduct to be observed by drivers of the medium are derived from those of art. 190 of CdS -comportamento of pedoni- with the details below:
The paragraph: the first period only confirms that "Pedestrians must travel on sidewalks, docks, on boulevards and other areas designed for them; if they lack are dimensions, interrupted or insufficient, have to move on to the verge opposite the direction of travel of the vehicle in order to cause the least disturbance possible to the movement. " It prohibits, therefore, the use of the medium outside the towns.
Paragraph II: confirming the text that "Pedestrians, crossing the roadway, must use the pedestrian crossings, underpasses and sovrappassaggi. When these do not exist, or are within a hundred meters from the crossing point, pedestrians may cross the roadway only right angles, with the necessary care to avoid danger to themselves or others. " So the same kind of behavior must be observed by the driver of the vehicle.
Paragraph III: it confirms the text that 'It' prohibited for pedestrians to cross intersections diagonally, is also forbidden to cross the wide streets and outside of crosswalks, where they exist, although they are at a distance greater than that specified in paragraph II. " So the same kind of behavior must be observed by the driver of the vehicle.
Paragraph IV: it confirms the text that 'It' prohibited for pedestrians to stop or delay on the roadway, except in cases of necessity; it is likewise prohibited, stopping in groups on the sidewalks, on the docks or from the footpath, causing obstruction the normal transit of other pedestrians. " Then, the same type of behavior must be observed by the driver of the vehicle.
Paragraph V: confirming the text that "Pedestrians who are about to cross the roadway in the area without a pedestrian crossing must give way to drivers." So the same kind of behavior must be observed by the user of the Segway.
Section VI: confirming the text that "E 'prohibited to make pedestrians crossing road before passing buses, trolleybuses and trams stop at the stops." So the same kind of behavior must be observed by the driver of the vehicle.
Paragraphs VII to IX: the text is not relevant because it does not regard the behavior they should the driver of the vehicle in question.
Paragraph X: confirming the text that "Anyone who violates the provisions of this Article shall be subject to administrative sanction for payment of a sum of €. To € 19.95. 81.90."
The Ministry also clarifies that the Segway PT is not one of the accelerators of gait under paragraphs 8:09 art. 190 of the Security Council since this is not working half-propelled exclusively muscular.
